Do Lehigh Valley residents want to go to Philadelphia or would they rather have rail service to NJ and NYC? Well MLV EMU's may or may not ever happen, but the idea remains on NJT's long term budget so I wouldn't count that out.

I would leave Madison Square Garden just where it is and I would leave Penn Station more or less the way it is at present. I'll add another update/correction. NJ Transit trains for sure go as high as track 14 because mine left from there last night. (It doesn't happen often but that's not the first time I've boarded there.)

The NJT concourse really isn't a good place to board Amtrak trains. Most of the time they stop towards more towards the center or even western end of the station. So if you board from the NJT area you'll wind up walking way down the platform. On the other hand the best way to avoid the Amtrak crowds...
