I've been on a a number of post 1-AM trains over the years and the station is open (although most of the shops are closed). Are you sure you're not confusing it with the PA bus terminal (which did have such a policy a few years ago).
I can remember having to show tickets / intent to purchase at the 7th aveneu side a few times VERY late at night.
