Plans laid out by the project’s sponsor, the Gateway Development Commission, call for two giant boring machines to grind their way through the cliff, under the river and into the bedrock of Manhattan.

The project includes final design and construction of the Hudson River Tunnel project and rehabilitation of the existing 113-year-old North River tunnels. Construction will include installation of track, signals, traction power, ventilation, fire and life safety systems, and other necessary systems work in the new tunnel. As matching funds, the Gateway Development Commission (GDC) will provide approximately $950 million as part of a financing package through DOT’s Railroad Rehabilitation and Improvement Financing (RRIF) loan program. For the larger Hudson Tunnel Project: FRA has committed an additional $912 million through Amtrak; FTA has determined a contribution of up to $6.88 billion under their Capital Investment Grants program; U.S. DOT has provided $25 million through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program; and GDC will provide additional RRIF funds as part of the financing package.

Consistent with the Inventory and NOFO, this Major Capital Project was Highly Rated and is therefore eligible for a Phased Funding Agreement. FRA is selecting the project for a Phased Funding Agreement with a total award amount of up to $3,799,999,820. Following selection, FRA will work with the recipient to establish and obligate the Phased Funding Agreement. FRA anticipates an initial obligation of FY22-23 funds under the agreement of up to $949,999,965, with contingent commitments from Advance Appropriations in FY24-26 providing the balance of funds. The initial funding is anticipated to be sufficient to fund the design support, design management, and construction management scope of the project.

Does anyone know what the status of the state contribution to Gateway tunnel is? It is great that federal porti8on has been committed, but don't NY and NJ still have to contribute close to 50% of the cost? I have not read or heard that this was done...

Did you read the message previous to yours? GDC is a local agency. Also, it literally says "Following selection, FRA will work with the recipient to establish and obligate the Phased Funding Agreement".

Construction on Tonnelle Avenue Bridge and Utility Relocation Project Joins Hudson Yards Concrete Casing – Section 3 in NY as Work Launches

NEWARK, NJ – New Jersey Governor Phil Murphy, New York Governor Kathy Hochul, U.S. Department of Transportation Deputy Secretary Polly Trottenberg, and the Federal Railroad Administration joined NJ TRANSIT and Project Sponsor the Gateway Development Commission (GDC) to announce the start of construction in New Jersey on the Hudson Tunnel Project as work begins on the Tonnelle Avenue Bridge and Utility Relocation Project.

The Tonnelle Avenue Bridge and Utility Relocation Project is a major early work component of Hudson Tunnel Project involving the relocation of utilities and the construction of a new roadway bridge for Tonnelle Avenue in North Bergen, New Jersey. The new roadway bridge will be located immediately above a new future railroad right-of-way, which will allow for a connection to the new tunnel portal at the western slope of the New Jersey Palisades. It will also provide construction access between the staging sites on either side of Tonnelle Avenue, as well as access to the entry point for the Tunnel Boring Machines that will dig the Palisades Tunnel portion of the project.

This announcement is a significant milestone marking the Hudson Tunnel Project’s start of active construction on both sides of the Hudson River. Earlier this month, work began in Manhattan on the Hudson Yards Concrete Casing – Section 3, an essential right-of-way preservation project that guarantees the new tunnel’s connection to New York Penn Station.

"As we break ground on this side of the Hudson alongside our partners from Washington and New York, we edge one step closer to making our bold vision for the Gateway Project a reality," said New Jersey Governor Phil Murphy. "Since the outset of my Administration, we’ve worked tirelessly to deliver the world-class transportation system New Jerseyans urgently need and deserve. Federal Railroad Administration Deputy Administrator Jennifer Mitchell said, "The Hudson Tunnel Project is vital to the region’s future and I commend the Gateway Development Commission and New Jersey Transit on the start of work. Under President Biden’s Bipartisan Infrastructure Law, we are advancing it and other projects of national significance to deliver a safer, more efficient and reliable Northeast Corridor."

In a joint statement, Alicia Glen, New York GDC Commissioner and Co-Chair, Balpreet Grewal-Virk, New Jersey GDC Commissioner and Co-Chair, and Tony Coscia, GDC Amtrak Commissioner and Vice-Chair, said, "Today’s groundbreaking is a testament to the unwavering commitment of so many to the most urgent infrastructure project in the country. "This groundbreaking marks an important milestone for the Gateway Program. While our Portal North Bridge Replacement Project is 30% complete and proceeding at an incredible pace, the Hudson Tunnel Project is the most critical infrastructure project in the country given our region’s role as the center of global commerce," said NJ TRANSIT President & CEO Kevin S. Corbett. "We are truly grateful for the federal government’s historic and unprecedented investment in our metropolitan area’s public transit infrastructure."

Following a publicly advertised bidding process, the GDC Board made its first direct contract awards for work on the Tonnelle Avenue Project in September 2023. Naik Consulting Group, P.C. is providing expert professional construction management and related technical services for the Tonnelle Avenue Project, while Conti Civil, LLC is responsible for construction of the project. The Tonnelle Avenue Project is expected to be completed by the fall of 2025.

The Tonnelle Avenue Project is made possible by a $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant from the U.S. Department of Transportation, for which GDC was selected in June 2023.

In addition to the early work in New Jersey and New York, GDC has made significant progress in recent months to advance other key elements of the Hudson Tunnel Project. Other major developments include the following:
o The Hudson Tunnel Project entered the Engineering Phase of the Federal Transit Administration’s (FTA) Capital Investment Grants (CIG) Program.
o The Hudson Tunnel Project was selected for an up to $3.8 billion grant from the USDOT Federal-State Partnership (FSP) for Intercity Passenger Rail Grant Program.
o The Hudson Tunnel Project was selected for a $292 million US Department of Transportation MEGA Grant for upcoming work on the Hudson Yards Concrete Casing – Section 3.
o The USDOT Build America Bureau is advancing applications for Railroad Rehabilitation and Improvement Financing (RRIF) loans to support the Hudson Tunnel Project.
o Five out of nine contemplated Hudson Tunnel Project contracts are in procurement or construction.

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency, and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily.

Officials at the Gateway Development Commission have publicly stated that by 2038 they will have finished digging and constructing the new tunnels and then rehabilitate the two existing trans-Hudson tubes, which were badly damaged by Superstorm Sandy.

However, the audit performed for the U.S. Department of Transportation’s Transit Administration shows the work will likely take until 2040.

Time to speed up the project. Can we trust the North River tunnels to maintain ability to be used on that timeline? Another 16 years have to doubt that without one or more extended shutdowns of one of the present tubes..

The Hudson River Ground Stabilization Project, was awarded to Weeks Marine, Inc. of Cranford, for $100 million for the first phase. The company had the highest qualified proposal out of three and was selected by an evaluation panel.

“The construction is the start of our first heavy construction in water,” said Kris Kolluri, the commission’s CEO. “Our commitment is to make sure the project enters the point of no return and that is where we are today.”

The project will build the infrastructure and stabilizes 1,200 feet of shallow riverbed on the Manhattan side to allow the massive tunnel boring machine to start excavating the new tunnel and protect the riverbed. The entire project has a $284 million price tag and awards of contracts to do phase 2 of the work is expected in late summer or early fall, officials said.

Does the wording of announcement mean that a TBM is going to start on the Manhattan side.? Does not make sense for TBM spoil disposal. It may be that stabilization is a long time project and the Manhattan side will wait for the TBM coming from NJ?

The work on Manhattan Side includes the in water work (stabilizing the river bed before the TBMs pass underneath) which is the award announcement, as well as the remaining portion of the Hudson Yards casing and the short section of between the Manhattan Bulkhead and the Hudson Yards casing. The TBMs that will be passing under the stabilized portion of the river bed are to be launched from construction shaft in Hoboken.
