There are other costs. Even of only South Side lines were electrified, every locomotive engineer, conductor and anyone else who works on trains has to have ongoing training as do M/W and M/E personnel. IIRC Charlie 2.0 will include ticket machines at some outlying commuter rail stations.

Every time I see CTrail though I always have to stop myself from pronouncing it "See Trail".

It would have been a lot better if they had at least capitalized the R (CTRail). That would help immensely with my brain actually interpreting it as "CT Rail" not "C Trail".
