As for the alternative to the NEC. Think about it. The odds that there's a Frankford Junction repeat are slim.
There could be any kind of event. As well It is tiring to see continous putting all options into just one basket. When Gateway and Portal south is finished then that part has at least 2 ways into NY city.

who kow what unlikely event might close the NEC? Reduncacy through Bound Brook would help and enable some new potential train passengers into NYP.
When Gateway new Bores and Portal south are complete you will have 2 separate ways into NY City. Plus the Hoboken routes when Sawtooth rebuilt.. A streach might also consider that 2 passenger stations with a possible Penn south station.

By that time MNRR CT and Hudson river passengers will have both GCT and NYP as 2 stations well as now LIRR.

It’d be nice to grant both passengers on the existing SEPTA West Trenton Line and residents along the planned NJT West Transit Line more direct access to New York and Hoboken. An extension of the River Line to West Trenton would also be a nice addition.

As rail technology gets better, eventually the chances of a derailment go down. Not to mention the NJ Transit stretch is almost entirely straight. I really would not be rushing this line because of the Northeast Corridor. Again, NJ Transit's priorities need to be elsewhere.

Yeah, maybe they should focus on that project first.

And when new bores are complete, the old bores get shut down for rehab.

So who knows, maybe in a decade it makes sense to look at this project again.
