The Highliners, while not especially "modern" by today's standards, are technologically light-years ahead of the old South Shore "orange cars" and IC heavyweights. The old cars, with their very simple electrical systems, can occasionally be run at half speed on 600 volts, although the condition of IRM's wire pretty well precludes it. The Highliners (as well as the NICTD cars) simply will not run on 600 volts, period.
