from: NTSB site:

An abstract of the final report, which includes the findings, probable cause, and all safety recommendations, is available at https://go.usa.gov/xyfSP.

Links to the accident docket and other publicly released information about this investigation are available at https://go.usa.gov/xyNQj.

The first NTSB report in years not to blame the lack of PTC? :-D

The recommendations seem straight forward and the release was complementary of both Amtrak and CSX despite the company's errors in this incident.

Therefore Amtrak is "on the hook" for both personal injuries to passengers and employees as well as repairs to equipment. CSX is of course liable for personal injury to their employees and damage to their equipment.

Since I've "been gone" since '81, there could well have been changes in this bilateral Agreement exempt from public disclosure. I certainly respect the privity of any active employee who might know of such.
Well, the Amtrak/CSX Host Railroad Agreement is Exhibit 8 of Group C in the docket. No, I haven't read it yet.

"Daddy, why are all those pages Gray"?

"Well Son, it's because you can't look at them."

"Why"?

"Because a very big man says you can't."

"Is there a name for that"?

"It is called REDACTED".

I've never had kids, so I can't be sure how the conversation would go down, and can only draw on my experience as a kid.

There is, however, a wealth of information regarding train speeds anywhere on the CSX System, as well as to our MofW types around here, specifications for construction of highway grade X-ings.
