To clarify the scenario I'm thinking of is heavy rain at ~32deg F. Then temp drops and it freezes. Can the steps open after being saturated with water and snow and then freezing solid?

I don't know where they did their math and on what assumptions but there is a large body of research that shows trains are more efficient per passenger mile than planes by a lot. Not that I trust a word that comes out of the NY Times these days, it is clickbait garbage like the rest of them.

Before Covid, Detroit's central core was overcapacity and rapidly renovating buildings. After the cash Ford put into this place and the urban renewal around here, they could probably rent the whole thing and make a tidy profit with no regard to their EV plans.
