AS i am not from Canada, i would like to know who has the last
word for opening a new Via route?
For exemple, if Via wants to reopen a service from Montreal to
Sherbrooke, who decide ? VIA? Quebec govt or federal gvt?
is Via free to do whatever they want or do they have to ask permission?
Do you see any potential for any passenger service reopening in
the near future?

It is usually VIA Rail that proposes which routes to run or discontinue but the final decision is made by Transport Canada (http://www.tc.gc.ca) which is an agency of the Federal Government.
