There is alot of political opposition to the MTA plans to merge Metro North and the LIRR , especially from the commuter councils of both railroads. In addition, even if there was an attempt at a merger, they would have to combime operations before there could be any merging of agreements or representation votes.
It is my opinion neither railroads constituents would want to give up their autonomy with respect to running their own operations. With that said, I doubt you would see any merger that goes as far as combining operations and agreements.
