Single Track Operation on Upper Hudson?

I've been on a number of trains in the early afternoon where we've been held south of Peekskill waiting for a southbound train to clear. Is this bad luck or is there track/signal work that puts track 1 out of service periodically?

Track work going on between the hours of 1030-1730 between MP 42.6 and 43.6 on track 1, so they're single tracking.
