The new rail line will have capacity for 80 million passengers a year each way and take around five years to build with construction starting this year, official media have said.
With trains potentially running at speeds of up to 350 km per hour (220 mph), it could cut the journey time between the country's political and economic hubs to just five hours from a minimum 12 hours at present.
