That is the identification for the 11:18 AM 'C' train from 168th St to Euclid Av.

It is also referred to as the 'interval' or 'call letters' depending on the communication.

When used in radio communication the T/O or RCC would say "1118 Charlie 168 to Euclid".

Looking at this and thinking of the "local only" nature, I have to wonder about putting a door that is off-set in two opposite corners of each car. Just a small one that is locked, large enough for the conductor or operator to slip through to do the inspections.

The issue is that with the open gangways (since they're full width) there's no way to get down to track level between cars without going outside the clearance envelope of the trainset. On a conventional set, the end door of the car can be used to exit above the coupler/drawbar. After that, the conductor/operator can get down to the track while still staying inside the clearances. You would need to have some sort of trap door in the bottom of the car in multiple places to allow someone to do the same thing with open gangways.

R211T 1118 Charlie 168 to Euclid if you want to get real picky as per bulletin.
