Are these cars prohibited from operating on the Brighton LIne, if so, why?

They arent prohibited, they just dont operate out of the yards that run the brighton line, after 9/11 back iin 2001 when the Q was on queens blvd there was a Q R46, i think there was a pic of it on nyc subway.org.
