I am also planning a rail fan trip down there for the winter. Seems that no rail fan on the net has covered this rail line.

From what I have seen on the interwebs, and speaking with 1 person from Puerto Rico, not many passengers have covered the rail line either. The person from Puerto Rico I asked said the problem is it doesn't go anywhere people want to travel. Does anyone have info to confirm or refute this?

As for no English web info being unfair since VIA rail Canada has both French and English Versions of there web page, I believe Canada's constitution says French and English are official languages and there may be specific laws that mandate many things be in French and English. The United States on the other hand has no official language, and any English-Spanish bilinguality is probably not legally required.
