Problems on MN?

From what I heard a fire in an insulator caused wires to come down in New Rochelle about 11:30 this morning, closing all tracks, but they had three open by rush hour, and from what the news has said everything is going fine this evening.

How can it be determined that its to be scrapped if it did not even get to a shop yet ??its to leave Stamford for Harmon tonight.
let the rumors fly. the car did get damaged extesivly but mainly sheetmetal damage.
