The Red Line subway station is already 100% accessible. However, there is already pedestrian passageway completely under the Green Line L, albeit outside fare control.

So the minimum necessary to accomplish 100% accessibility would be adding two elevators outside fare control from the pedestrian tunnel under Lake Street to each of the L platforms.

Technically feasible without major reconstruction?

What about politically feasible? Isn't 100% accessibility some sort of official ultimate goal?

It's probably both politically and physically not doable right now. One thought at the CTA and City, is to demolish both Madison and Wabash and Randolph and Wabash and replace the two stations with one single station as was done on the Wells Street side. Another thought wants to preserve the two station locations. There was at one time a feeling to demolish the State and Lake street station in conjunction with whatever occurred on Wabash. As you can see there has been no movement for the last ten years.

Anyway the new station has to be accessible so there will be no interim elevators until decisions are reached on the new station placements.

The best transfer point (if it still was there) would be to use part of Marshall Field (Macy) State Street store & connect to the basement corridor over to the Red & Blue line subways.
