Random Pullman Car at Union Station

Why is there a random green pullman sitting off to the side in Union Station Washington DC?

I thought it was the Amtrak CEO's private car, but I see that elsewhere.

Norfolk Southern keeps a business car parked at Washington Union Station (track 7 I believe) for stationary hospitality and lodging.
