Under NORAC, to get permission to pass a stop signal, you need to be stopped before receiving verbal permission to pass a stop signal. Does the same hold true on CSX?

Yes, for all carriers the rule for passing stop signals is basically the same.
Under NORAC, the rule is 241.

A CSX dispatcher can give you permission to pass a stop signal on the fly but you must still bring the train to a stop a the signal then proceed.

ie P28310 AMT eng 705 after stopping at CP 188 you have permission to pass the stop signal CP188 trk one to one in the west direction switches are in motor

CSX Dispatchers make it a point to tell you "After Stopping" at such and such signal. And they make sure you repeat the "after stopping" part back to them. At least around here they do.

Bingo. Same thing on the UP on the SLC Hub lines.

Same with us on BNSF we can be rolling when they tell us but you still have to stop of course.
Most of the time we are already stopped waiting for Yard COntrol to get unbusy enough to tell us to go ahead so there is your stop.

The one difference today is the trainmen does not have to physically get off the locomotive to inspect the switch points it can be observed from the cab. Stopping before proceeding has always been the rule after getting permission.
