The Download will show if engineer saw danger and started to blow the horn anyway or speed.
Both could have an impact on what happened.
Even if a crossing is a quite crossing the engineer is required to blow if he or she sees something out of ordinairy.

Track speed is 79mph, overspeed on Amtrak engines wont allow you to go much over 80mph without the overspeed alarm going off. Like Dutch said all the info will be on the tape. Ever notice when an Amtrak train hits a car or trespasser they are always speeding, but a freight train kills some one and there is no mention of speed.
