1117 shouldn't have ever been taken out of service, as it was rebuilt before, and 1130 should've got the In-House rebuild.

HEP issues can come from coaches as well. If the (HEP) engine completely shuts down, it's likely the engine. If it keeps cutting out and dropping to low idle, there's a good chance it's a fault somewhere else on the train. A particularly knowledgeable crew will be able to tell the difference.

Rochester, the 1117 is currently in Readville with the 1029 and 5 new Rotems.
