Recent discussion on a Facebook page centers around Ottawa Valley Railroad 3029. Some posters are identifying it as RLK 3029, even though there are no visible markings for Rail Link Canada on the locomotive.

As I understand from those posts, visible ownership markings are not necessary; what is necessary is to have the locomotive's "Blue Card", its active inspection and repair certificate, present in the locomotive, and this form includes the power's legal ownership.

For those of us much less familiar with such matters, does this sound correct? And if so, would it be correct to say that all those exterior identifications we have been used to seeing like ST, BM and MEC are certainly okay but not legally necessary?

RLK is the reporting mark for Ottawa Valley, which has been retained even after the RailLink sale to RailAmerica, then the RA sale to G&W.

Considering neither GTI nor Pan Am held their own reporting marks, BM, MEC, and ST markings would certainly help identify the proper ownership, especially for those working with and around said locomotives. Most notably, the unpainted former CSXT units now working for their old owner once again.

Almost six months later, this set is now in service, spotted yesterday leaving EDY for NA. Eastern Alabama now serving western Massachusetts. I don’t recall any previous sightings outside EDY.
