Yeah, Gov. Hogan killed it but current Gov. Moore revived it and is reusing a ton of the existing work already done for it. Which, to be honest, is a good thing.

Now, I'm not going to repeat how the colored Link buses only served to ID heavy-used corridors screaming for rail service and the only good thing to come out of it was bus lanes and West Baltimore MARC actually being a useful transit transfer point for once in it's life. But getting the Red Line built with the tunnel options will help a ton.
