The article is really confusing about whether this is an actual new station between Newark Penn and EWR or not. The reality, based on PA notes, is that this plan is to simply connect the existing EWR station to the streets west of the tracks.

EWR station was never meant to be a park & ride or for local traffic. It never had public road access, and was likely
funded by the PANYNJ through the airline surcharge fee (much like JFK AirTrain).

Well, looks like PANYNJ found a way to sidestep that and open it to local access.

That said, I'm curious what they come up, as the station is obstructed by private property all along its platform.

The link posted by Lensovet above did have some language about acquiring property as required. Google maps shows a long-term parking lot between the EWR station and Frelinghuysen Ave, so it doesn't sound like a big obstacle.

Making a public connection to the area where the track access is, outside the special airport access gates, makes a lot of sense to me.
The interesting question to me, is if the public rail station could end up being used as a general pick-up /drop-off point for the airport. You could avoid all the congestion at the terminal. WOuld it be possible to get a ticket just to give you access to the monorail from the public station, without having to buy a NJ transit ticket to EWR. Maybe it will be better with the new Terminal A offloading Terminal C, but having to wait 10 minutes to get through the traffic at Terminal C drop off/pick up is not unusual....

You can already do that today, you just buy a separate ticket before the fare gates. See the "weekly or monthly tickets" section on https://www.newarkairport.com/to-from-airport/air-train.

If you mean the S curve that significantly reduces speed near the Elizabeth Station, there is no plan to eliminate it. In recent years high priced housing development has been built on the adjacent land after developers received assurance that the curve is here to stay.
