ID the maker and MOW function vehicle?

Are these Plassar American MOW machines? What is their function?

First machine is a tamper which aligns the track both horizontally and vertically and tamping the ballast under the ties. The second is a ballast regulator, it shapes the stone in the track to the proper cross section. It also has a broom to sweep excess stone off the ties.
