Curious if anyone knows who this person is, what year this could be, and what powered this unit?

It gets electricity from a caret ^or upside down v shaped center 3rd rail. The rails were later recycled into lamp or fence posts at New Haven, Connecticut Union Station, and some of them were recently donated to the Shore Line Trolley Museum in East Haven.
