But you have to keep in mind that NJT has to run a railroad with that operating budget as well, so when it's all said and done the amount of "spending money" left over from the operating budget might not be practical for the rebuilds.

This seems an appropriate thread to ask this: I am under the impression that the catenary on the Montclair-Boonton line beyond Bay Street is not constant tension. Is that correct? If it is, why did they do that given that this was built relatively recently?
