I was waiting for someone to answer that was sure because it's been a while sense I have been behind the gates at Union Station.

As I recall the western most track with a platform on the upper level today is track 7. See Microsoft maps.live.com

Based on this information K tower is located between platform tracks 15 and 16.

K Tower is indeed located in between #15 and 16 tracks in WUT.
