Croton Harmon new track work

While passing by on Amtrak on Saturday and Sunday I noticed a new track being constructed next to the river over the inlet. Is this going to be a new yard lead entrance? I also noticed a new shop which loooks like a diesel shop but i'm not sure if the tracks are connected to it yet.

No new tracks, the track 4 span on the Croton bridge is being replaced, and the diesel shop has been there for what, 5 years now?
