Waiting for an eastbound to Hicksville I saw a pair of M3 s with what looked like boots on the assembly going to the shoe . Does anyone know what this is all about ?

To prevent "flashovers" from occuring...the boot acts as an insulator.

I don't know if he's referring to the black boots that have always been on the cars, or the grayish Dow Corning HVIC http://www.electricnet.com/Content/Prod ... 3083AC1%7D compound that is being "schmeared" on the M-3 shoe fuse box mounting brackets. It is also an insulator, or dielectric, if you will.
This is the same stuff we've been schmearing on the M-1 and M-3 shoe beams. Someone decided this year to schmear it in and around the cups that protect that hardware.
