I am doing a project on how New York State spends its transportation block grants. Unfortunately, it has been quite difficult to locate the exact numbers that the LIRR or MTA in general is given. If anyone can be of some help, it would be greatly appreciated.

That's because the railroads don't get Block Grants per se. They get monies from many sources of loans, matching funds, programs, shares, taxes, fares, capital, etc., but Block Grants go to others who may apply them to a rail project. I.E., a government or non profit can get the block grant to improve a station and its facilities.
