If I wanted to convince the powers-that-be in the Birmingham (Alabama) metropolitan area to add a rail component to the Birmingham-Jefferson Transit Authority (also known as the Metro Area Express or MAX), not to replace the buses but to complement them, where would they get rolling stock from? Although Birmingham and its suburbs have several miles of trackage, I don't know if Norfolk Southern, CSX, or BNSF would be willing to relinquish any of their locomotives to MAX.
