In reading an article in the Globe on Saturday about horn usage by commuter rail at several crossings throughout MA, I was wondering what the official policy is (both at the MBTA, local, state, and federal levels)? For example, in Lincoln, trains are now required to use their horns, yet in Concord horn usage is sporadic at best. Yet some crossings in Concord are busier than those in Lincoln. Thanks.
