I have some old NJ TWINCOIL switch machines. Each has 3 terminals. Anyone know how these are wired. They are NOTR color coded. Also have a P{enn Loco 2-8-2 w/attached and wired (opne wire) tender. Engine does work (off the layout). When tender and engine or placed on the track together-they short out and will not run.

Hey,
If the engine utilizes the tender for electrical pick-up, make sure that all of the insulated wheels are on the same side. This would have to be the opposite side as the insulated wheels on the locomotive itself. I have run into this problem quite often with Bowser and old Mantua engines.
