Track pans, again!

All of the track pan photos I've seen show two or three rows of cement slabs or tiles on either side of the track. The few articles I've seen about track pans don't mention them at all. Does anybody know what purpose these served?

prevent the ballast being washed out from track by wave of spilling water.
