Trenton/Mercer airport would be a better alternative. It already has some passenger facilities and commerical flights.

The R3 could be extended a short distance - the tracks already go past the airport - only need to hang wire and build a station. You could run express/limited R1 airport service every 15-20mins between the 2 airports.

I believe SWA looked at this airport before choosing PHL.
