Being that no one saw my post on November 8,2008 or they simply chose to ignore it ,I guess it's their fault . However in the meantime I noticed in railroads illustrated page 13 bottom and top left of page 14, that KCS has placed an order for EMD ECO type of locos this is the first order of EMD ECO loco's.

Maybe they just didn't have an answer to your question. That doesn't mean they were ignoring you.

The ECO locos are rebuilds from say for example, a GP or SD40

The prime mover and alternator and electronics will be removed, and in its place, either a V8 or V12 710 prime mover will be installed, that will provide either about 2000 HP or 3000HP respectively.

If for example, a V12 was put in a GP40, the RR would be getting the same power output as before with 25 percent less cylinders, therefore more fuel savings and emission compliance, but with parts compatability and known reliability of the product. The other systems of the loco (cooling system, accesories, air brakes, cab and controls, etc) would be refurbished to like new condition.

Check out the thread (that you started Steve -hahah) and get the info

I hope they are successful for KCS and other RRs start following the lead!
