TRAINS magazine is having a contest that involves "photographing railroaders",during a time of the heaviest security in RR's history! These people are trained to call the RR police if they see anything out of the ordinary! How idiotic is this?Plus the topper:all pictures must be taken "this week".During both the Republican Convention in NYC ,and the week before the 9/11 aniversary.I sincerely hope no railfans get accidently shot or arrested this week! All of the elements are in play for a disaster.

There are a number of precedents which require you to obtain a model's release from any identifiable photography subjects if you intend to publish or display the pictures.

Hopefully, the magazine made that clear. I would also hope they assure the photos were made in a way that didn't require trespassing...

The model release, plus the classic railroaders at work photos are generally close-ups, which implies that the photographer had permission. A long distance shot of employees probably won't be a winner.
