Calling the state house and telling that administration "if the T costs extra to run so be it" is going to go over like a paper flood gate. Sometimes what you're suggesting is done; for a very long time Orange Line service was suspended from North Station or Sullivan to Oak Grove every night after 9pm when the ATO system was extended to Oak Grove. Weekend diversions are sometimes unavoidable, however, and this is the time to work in the tunnels because summer is the time to work outside. A track laborer I know explained that the work being done was replacing the rail in the Bowdoin loop and other worn rail. This is something best done in one fell swoop, and you can't take out a section of rail tonight, run service tomorrow, and put the new rail in tomorrow night.
The extra cost is something that they have to deal with, period.
