NJT owns the PVL to Woodbine yard, MTA has the Piermont and NS has rights to operate on it and are responsible to maintain.
Metro-North's responsibility on the PVL are only the three stations.

Even the PVL bridge over the NY State Thruway reads "NJ Transit".

Likely for one (or both) of two reasons: ignorance of the project manager responsible for the signage; or as a practical matter.

Any issues a Highway user may have with the bridge would be addressed to NJT, not MNR. Also, those signs are there to assist motorists in distress or with a disabled vehicle to communicate their location. Practically, most people receiving such communications would not realize the bridge is actually owned by MNR, as NJT trains operate over it and, in the case of first responders, their contact regarding that location is with NJT.

It makes better sense to sign it as NJT.
