Mr. B&A, the NTSB is an "Independent Agency" with the same standing as has the NRPC (Amtrak) and the Railroad Retirement Board. All report directly to the President.

The NTSB is an investigative agency; the FAA, like the FRA, is a regulatory agency that reports to the Secretary of Transportation, and thence to the President.

Both these noted agencies within the DOT are empowered to write Regulations, which are often formulated from NTSB recommendations.
