The top link is to a video on a local news channel web site. The second link is to a local newspaper. I am guessing their need for this "reporting" was prompted by the Quebec oil train derailment.

I think that's absolutely the case.

All of the newspapers and TV stations here in Maine have been doing similar stories. That's understandable, given that the Québec disaster is so close and that it happened on a Maine-based railroad, but I'm not surprised to see news organizations in other states doing it as well.
