Driving on US-20 in Sudbury recently, I saw some bundles of ties and MOW-type equipment alongside the disused line that crosses the road in Sudbury. I'm not sure of its name, but I believe it had termini in the vicinity of Framingham and Lowell, and used to cross the MBTA Fitchburg line at a diamond in West Concord, and some of the crossing warning signals advertise a phone number by which you can inform CSX of disabled vehicles blocking the crossing. Does anyone know what's going on here? Is it salvaging of ties, or tie replacement, or something else?

It's over. The end. The CSX portion of the former New Haven between Framingham Ctr. and Lowell (South Sudbury and south) has been ripped up. See FALLEN FLAGS - New Haven - Lowell Line Rail Lifted for more info.
