I think it's an ash pit crane. I'm getting an error that the attachment limit has been reached for the board (I've PM'd Otto) so you can see the comparison photo I found via the link below.

Note the red arrows pointing to the clam shell buckets. Different brand of ash pit cranes but same idea.

Regarding the photo of the 1254; in front of the cab is the turret and dynamo, then the conical shroud for the safeties, then the steam dome, and finally the sand dome.
