SEPTA has announced that beginning January 1, 2024, legacy tokens will no longer be accepted for transit-fare payment. The announcement isn't completely clear, but it sounds as if redemption towards Key card balances, etc. is also being discontinued.

No refunds too. NYCT allows tokens to be redeemed at cash value by appointment or mail and TTC still will accept
them, good until used.

Why should we be surprised? SEPTA's infamous for its GELD (Get Every Last Dime) policies. No transfers unless you have a Key card, the infernal RRD on-board surcharge, etc. 😡

(And yes, "Geld" means "money" in German. )
