My wife and I will be taking the Canadian from Toronto to Vancouver and return. We will have an upper and lower berth. I am wondering if we will have an electric outlet to recharge our cell phones and computer.

Yes, there are electric plug-ins available in all sleeping accomodations aboard the Canadian. You can refer to the on-board services list from VIA's website.
