Hartford — The newest impediment to expanding Shoreline East rail service to New London, as some transportation advocates in the region have long urged, seems to have been hiding in plain sight. A state Department of Transportation report this month mentioned something that some of the loudest proponents of boosting Shoreline East service had never even heard of: A clause in the department's 2003 lease agreement with Amtrak bars any increase in the number of trains into New London's Union Station for 15 years.

There was a point when SLE was running more trains to and from
New London, it was around 3 in each direction.

What was the reason for the pullback?

Was it this "agreement" with Amtrak, or other issues.

There is apparently not enough of either to fund SLE trains to New London.

As I understand it, this is the result of a limitation on the number of trains permitted to traverse either CONN or NAN (or both) drawbridges, west of New London, to satisfy the boaters. Amtrak wanted to increase service when Acela service began, they couldn't and stay within the limits, so SLE got kicked off the railroad. That's why there are a couple of Amtraks that accept SLE monthly tickets.
