Metropolitan Washington Airports Authority would spearhead the lagging rail project to connect Dulles Airport with Washington's subway system, under a proposal released by MWAA officials last week.http://www.aviationnow.com/avnow/news/c ... L12275.xml
The authority made its move to assume control over the rail project Wednesday, releasing a plan to operate the Dulles Toll Road -- currently operated by Virginia's Dept. of Transportation -- and build out the rail system to Loudoun County.
Under the plan, MWAA would assume all debt and operations of the road and construct all necessary projects. The authority would assume responsibility for the rail project, including design and construction.
In turn, according to the authority, the rail link would be built sooner and the state would be rid of having to oversee the project and the continuing operation of the toll road. But the state would retain public control of, and accountability for, both.
MWAA said it intends to pay for the rail project through toll road revenues and the sale of tax-exempt bonds.
