I will second what 452 says and that it is the Power Directors office in Jamaica.

In the RMLI collection there are copies of LI Railroader from the 40s and 50s and they did have
a copy of the March 1950 edition with the related story.

I have one issue my dad kept from his days working there.

November 1955 titled "End of the Line" depicting the end of steam.

I treasure it immensely.
