Notice how the "feelers" do not go as far down on the driver's side and a few are missing.
By the looks of it, the "feeler" arms are all on hinge mounts, I would imagine that each one has a momentary electrical switch that triggers a light/buzzer inside the truck cab indicating that something has been hit. By the looks of the two "missing" ones on the top over the driver's side, they are in fact folded down (maybe they hit something). Seeing the boxcars gives me the impression that they just went past a siding or through a yard and either clipped the cars on the adjacent track, or were folded down so they wouldn't. Still, this is a very interesting piece of equipment that just makes sense to have handy.
Trains aren't dangerous, it's lack of common sense that's dangerous.
